Enhanced funding support is available for Small and Medium Enterprises sending workers for assessment. The Candidate Report issued by British Council Limited will reflect the individual’s results for each component completed in terms of a skill score . The corresponding WPLN proficiency level will also be reported for each component, except for Core Grammar and Vocabulary. Workforce Development is a private training company, which has been serving New Zealand communities, businesses and government departments for over 20 years. Under this fund, literacy providers, such as ourselves, have pre-approved places they can allocate to businesses they are working with. This funding method allows us to engage with businesses and get programmes up and running without a massive time delay. For businesses, it means that the initial financial investments into setting up support for employees is lower. Other investments such as release time or cover for learners, learners’ wages for training times, still need to be met.

The assessments are computer-based tests for each skill (i.e. fixed form, not computer-adaptive). The employing organisation understands and reports on individual outcomes for employees that contribute to a higher performing workplace. Yes, we have funding available for self-sponsored - up to 50% or 70% funding, and company-sponsored (SME or Non-SME). This is not applicable for individuals who attempt the same component within the three months lockout period. There is also a compulsory Core Grammar and Vocabulary component for the literacy assessment. Individuals will take the Core Grammar and Vocabulary component only once per test package, regardless of the number of literacy skills in the package. The Fund enables local adult education centres to carry out a non-tuition group activity for adults improving their literacy, numeracy and digital skills. It is targeted at adult learners who are able to use maths in business, such as calculating discounts, and using tables and graphs.

Individuals who have not gone through or complete the WPLN training programme after pre-training assessment have to observe a three-month lockout period between assessments. This guideline would not apply to those who have attended and completed the recommended WPLN training programme. TVI courses and Singapore Permanent Residents are eligible for assessment fee subsidy.

The main assessment tool adopted for the CWPL Programme or Business Chinese is the International Business Chinese Test . It is a worldwide vocational-based assessment tool developed by the Confucius Institute Headquarters – a public institution affiliated with the Ministry of Education, China. NTUC LearningHub reserves the right to claw back the funded amount from the employer if trainee did not meet the eligibility criteria.

Training providers will bundle the skills and levels to form different types of training programmes according to market demand.
