Although it could seem straightforward, it seems unfair to place blame on one person and hold them accountable for events that occurred before their birth. Queen Elizabeth II was unconnected to the more troubling history of Britain. The only thing she did since she took the throne was ensure that the modernization of Britain was evident to the UK as well as the rest of the world.
While the majority of Monarchs continue to hold their nations to old-fashioned standards, the Queen has changed Britain to keep up with modern standards of western society and politics. It's an enormous accomplishment to balance the importance of monarchy and recognizing that we're living in the 21st century.
The Queen was an advocate for decolonization and she was a proponent of freedom of speech, as in Hong Kong. Her power to influence nations which are less fortunate is an ample proof of her greatness. Many nations saw her as the champion of freedom.
