You just have to look at the incomplete character in front of you and decide what personality is crying out to you from the page. Personality doesn't usually come from a rational place, so neither should you look for it there. Just pluck an idea from your heart and stick to it.
That's not to say a character shouldn't change, but that change should come from a place of growth and development, not a place of boredom. Come up with a personality that makes you want to role play that personality.
