-national executive and judges will have veto power. they could be over-ridden by a supreme court
small states favored the new jersey plan:
~equal represenatives
~1 house legislature with 1 vote per state
~representatives will be chesen by the state legilature
~a multi-person executive will exit the executive branch will not have veto power
