It's a great initiative. It's a brilliant initiative. I would have killed millions to have something even as fun or videogame-like than Minecraft. Minecraft was used in school as a learning tool. It would be fantastic to have the PCGN style manuals and policy documents could be taught with blocks instead of horrible words. As always, the key is to inspire people to learn so that they are able to enjoy the process and are able to absorb it.
There's a long FAQ that provides some more details, including how much it will cost. It's sitting at $5 per year per user it doesn't seem like much until you think about the size of a lot of schools, particularly American ones and how wide the applications of this could be. I wouldn't expect Microsoft to offer it at no cost, but considering that the fact that all these kids are doubtless going to be hooked after having spent a few minutes with it in class, it's not as if there's nothing to gain from it.
Schools aren't the only ones that will be able to access the resources libraries and museums will be having the option to purchase copies to use as they will. There are tons of custom-made resources already available, with more in the pipeline should they be successful. That two billion dollars is looking quite well spent If things continue along this road.
