Great job with both the title and enactment clause! They provide a nice overview of what will be addressed in the bill, so delegates know what to expect.

"As a whole, fantastic job defining the necessary terms and establishing clear guidelines on what you want to accomplish. However, your bill would benefit should you expand upon certain sections in your bill. First of all, your author's note can be included in your bill body - specifically, in section b. To standardize your definitions section, you can use the format ""Defines [term] to be [defintion]."" In section a, I would suggest providing a definition for ""party responsible"" (since that term in and of itself is very vague), and an elaboration on ""construction site"" - does this bill extend to sites where private or public property is being maintenanced or upgraded (ex. upgrading traffic lights), but not necessarily where new fixtures are being built? (If so, you may want to consider site's with operational periods of less than two hours.)
In section b and the author's note: while you do indicate who will be conducting these readings, there is no secondary third party to record these readings for the state or ensure that the reading was a) completed at the given intervals, and b) completed correctly. Those at the site are biased in favor of infrequent and ""successful"" readings, since they may not want to ""waste"" time with these readings and do not want to be fined. Moreover, there are no guidelines regarding if someone were to measure the sound levels incorrectly, either purposefully or not, nor illustrate any measures to ensure that readings were done correctly. You may want to consider the legal and physical dangers of having non-professionals take their own auditory safety readings.
Overall, I really enjoyed your unique bill and I think with some clarifications and a few more minor details, it will be a very strong bill. "
