Section 1: Secrecy, Contract


Section 1 will contain all the basics and how to keep our group in secrecy :

You will not recognize the group in-game

You will deny all existence of the group if asked



I. Insubordination will not be tolerated and is punishable by demotion, slavery, or dishonorable discharge.
II. Officers have the right to punish those below them in rank in any way they see fit.
III. Those deemed too incompetent for guard duty will be made a slave, or will just be Dishonorable discharged. All slaves are expected to be active, or will be criminalized.
IV. Service in the Frumentarii IS LIFE LONG
V. All washouts are dishonorably discharged and criminalized.

As a member of the elite Frumentarii,, I am expected to:

I. Be silent and professional during all events, at all Roman places, and while interacting with anyone from Rome.

II. Be extremely active.

III. Perform my duties with excellence, haste, and efficiency.

IV. Obey all orders unquestioningly, no matter what it is or what the cost is.

SECTION 2: TRAINING RUBRIC
This section is regards to trainings done by officers in the guard.

In retaliation to the constant complaints against the Officers' overestimation of essential skills, Training Rubrics will be enacted in order to extensively train every skill every Frumentarii should need; failure to follow the training rubrics will result in punishment.
TRAINING SCHEDULE -
BASIC re-cap and practice of Health Rotations and formations (If any guardsmen make any mistakes in this phase, you are expected to act accordingly and train them) This activity is to be used until you are happy that they can effectively perform in the skill or until a tolerable amount of guardsmen attend the training.
Individual/1v1 combat activities; retain no tolerance to anyone that lacks in this skill. Anyone who is deemed inadequate is to be reported to a superior officer.
Group combat (2v2, 3v3, 4v4, 5v5, etc), a reminder to acknowledge those who fail to meet combat standards; encouragement and several reminders may be used in the event in order to make sure the guardsmen commit themselves accordingly.
Disadvantage fighting (2v1, 3v2, 4v3, etc), this activity is used in order to endorse adaptability amongst the guardsmen; make sure the guardsmen use the terrain for their benefit and to strike at the right moments for success.
Cannae/guarding. Assure that each guardsman knows how to adjust accordingly and how to effectively guard each VIP. Kill-zones, who is allowed into the different types of cannae and basic back peddling skills must be highlighted here.
A final game (TDM, FFA) is used to collectively use all the skills that were taught and practised in the training; another example that could be used is attrition games (eg. Defending the castrum)
ANY other constructive activity/punishment (laps and jumps)
SECTION 3: ALL LAWS PERTAINING THE FRUMENTARII
This section is one of the most important sections in the handbook. read it carefully.

Section 4a: Capital Laws.

These laws apply to all individuals. Breaking any of these laws will carry severe punishment as well as possible criminalization.

I. Murder, under circumstances that are not related to training, raiding or sparring, will be outlawed . Murder is UNLAWFUL killing and must not be confused with general killing, where lictors are defending those with imperium, or law enforcers are hunting down criminals etc.

II. Being a member of ANY Enemy group in, or out of our genre , or any group deemed a threat to our own, will be outlawed. This includes being a member of any other group in our genre (without lawful permission). The senate or Emperor will be the decision maker on whom is an enemy of rome.

III. Deserting ANY Legion or paramilitary is now outlawed. This includes leaving the group in question, without discharge, AND it includes leaving a battlefield in which our forces are engaged with another, WITHOUT permission.
IV. Refusing to, or failing to follow orders from ANY person who is of higher rank (military insubordination) or who has imperium over you , and who has authority to dictate orders to others below them will result in corporal or capital punishment, this includes the use of lictors to issue the death penalty. Immediate authority is given to high ranks to give orders to men in their own legion below their rank.

V. ADMIN ABUSE IS ILLEGAL:
This will result in permanent exile from Rome if you break the following
- Changing ranks of individuals when you lack the authority to do so
- Misuse of the shout
- Any interference with group admins when you lack official authority to do so

VI. Disrespect to Nobles, officers, and all Government officials in the form of slander or libel will be outlawed among those of inferior rank and class. Although listed under capital law, punishment will depend on severity of the offense given and will be decided by the Praetor.


VII. Corruption, including bribery and blackmail, will result in death. This includes, but is not limited to
- Taking bribes
- Giving bribes
- Falsifying documents/proofs
- Plotting to gain power through non legal methods
- Decision making based upon personal bias
- Use of Blackmail for personal benefit
Failure to report corruption will mean facing punishment equal to that of the perpetrator.

Section 4b: Non Capital Laws.
These laws you will be punished for still but you won’t be criminalized for breaking them.

I. The use of any face or emoticon ingame is illegal and punishments may be dealt out by officers on the spot. An exception to this is if an officer or government official uses such face in sarcasm, but this must be clear.

II. No member of Rome may wear a package at any time, on OR off duty. Although a non capital law, people may be removed from this group on site if seen wearing a package and in the acceptance rank (so long as they are not a part of a military/paramilitary or other organization within Rome)

III. Custom Uniforms will be made illegal in ALL CASES. All modifications to a uniform can only be authorized by that of a Praetor, Consul or above. It is highly advised and encouraged however, that uniforms remain as it is intended... a UNIFORM.

IV. Impersonation of a rank, including wearing uniform of a rank, that you do not belong to or are not authorized to wear will result in heavy punishments. Impersonation, in certain severe cases (such as impersonating someone with imperium with success), can result in a capital punishment, but every day uniform impersonation should remain strictly as a non capital crime unless repeated persistently.
V. It will now be a crime to act "immaturely" as an on duty member of a military or paramilitary organization within Rome. Or if you are a Government official. The following are examples of "immaturity"
- Poor use of English grammar due to laziness, such as abbreviating words unnecessarily (Incompetency excused)
- Conversing about subjects that are not appropriate in public,
- Back-talking, complaining and defeatist attitudes
- Spamming, flaming and trolling

Due to the broad term of immaturity, punishments on military personnel should be handled within the military alone. Government officials seen being immature should be reported to the Senate or praetor so as to see if said individuals are fit to continue their position. If not it is up to the senate to impeach said individual.
