He being more amazing of what he looks like, maybe he was just a student, but his mind was way more brilliant that any of that, as a student he was on hold, maybe using his intelligence a little bit on the chess, so he won't got bored, and still surpassing everyone, but for real, being a genius, using his intelligence for being a strategist without problem and making a revolution, having to think and figure out greater things like that, using Gundams with ease, even when it takes great calculation to accomplish some tasks and be able to do it, he was way smarter of what he let the world see, being able to accomplish far greater things of what he normally does, it is clear when he changed the world, his level of thinking was way greater and his way of analyzing everything in order to take actions and find solutions to that problems, is just another level.
Lig was also like that, he was the best student in japan, and that clearly showed how smart and amazing he was, but he was even more than that, he we got a weapon he can use, he started to use his intelligence for sure and do everything he has to do in order to accomplish his ideal world, he was able to hack everything and create programs at ease, even voice modulator programs, because he put his mind into, and he needed it, so he just went and do it, he didn't even have a reason to be the best student, he just saw he could do it, so he did it, putting his smartness into action, but that's what make him so dangerous, someone that smart and great is clearly a threat because of all the things he can do and accomplish, is just his capabilities if he focus, are different from others and it will be really difficult, almost impossible to oppose his actions, because of the measures they can take to avoid being stop and fulfill what they want to do, they will take that much energy and greatness into making his goals, and that's why they're so great they can even change the world, Luch was planning to do it even without any weapon, things just got easier and faster for him with that, but it was his plan all along, and Lig, would have become one of the best police officers, agent investigator, probably chief of police of the whole country and reducing the crime to a new level, that's how great they're, and they giving it something to work with, they do completely different things.
