I stand in proud affirmation of the resolution resolved: municipalities in the United States should be able to declare themselves sanctuary cities

definition of Municipality: a city or town that has corporate status and local government.

definition of sanctuary city: Sanctuary city is a name given to a city in the United States that follows certain procedures that shelters illegal immigrants, meaning that they don't need to fully enforce federal immigration policies

Contention 1 - sanctuary cities allow healthy relationships with law enforcement and undocumented immigrants

-surveys have shown that 45% of Latino undocumented immigrants are less likely to report a crime to law enforcement due to the fear of the consequences of being recognized as an undocumented immigrant
-sanctuary states solve this problem by eliminating this fear, which allows the entire community as a whole to be willing to collaborate and work well with law enforcement, promoting a safe society
-US Representative Zoe Lofgren - "when people are afraid the police might ask about immigration status, they are less likely to report crimes and cooperate with investigations. As a result, criminals thrive, and the general public suffers."

Contention 2 - Sanctuary cities are protected under the tenth amendment

-because the tenth amendment gives provision for the fair separation of state and federal powers, this amendment is inherently supporting the freedom that sanctuary states have been given
-it has been stated that this amendment prevents (and I quote) "federal government from coercing state or local governments to use their resources to enforce a federal regulatory program, like immigration"
-that being said it is out of place for the federal government to try to strictly imply immigration policies to cities that have individual local governments, making the act of the federal government trying to prevent the declaration of a municipality becoming a sanctuary state to be a clear violation of the tenth amendment
