I had the same issue with a windows 10 machine. For me the issue was caused by Cortana. I saw a few people resolved this issue by simply restarting Cortana which didn't work for me. If like me you're having this issue on a work computer you most likely don't use Cortana anyway. I found the only fix that worked was to disable Cortana via the registry.
To disable Cortana follow below.
Windows Key +R to open run window.
Type regedit
Navigate to HKEY_LOCAL_MACHINESOFTWAREPoliciesMicrosoftWindowsWindows Search
If Windows Search isn't listed you will have to create it. (Right click the Windows Key and select New Key.)
Name it Windows Search
Right click Windows Search and click New > DWORD (32-bit)
Name it AllowCortana
Set Value to 0.
Restart and test Windows Search.
Note: to re-enable Cortana in future set the value of AllowCortana to 1.
