I'll just suggest the build I did previously
4 Strength lets you use most of the early game weapons, and with the Old World Blues DLC you can get a permanent +2 STR for free when you beat it.(edited)
My build focuses on getting a lot of critical hits, so luck is important. There's also a perk that requires 6 perception, but you can start with 5 and get an implant or take an Intense Training level to bring it to 6.
Intelligence affects how many skill points you get in the long run, and having it maxed early means more skill points overall
Endurance gives you more health and allows you to take more implants so it needs to be high.
Charisma is usually my dump stat, since it only boosts two skills. It's good if you want strong companions but I generally find putting it at 1 for extra points in the other stats is best.
Agility is important for any build, but you only need it at 7, really. So start with 6 and take the Small Frame trait to boost it to 7(edited)
Build would be: STR 4, PER 5, END 7, CHR 1, INT 9, AGL 6, LUCK 8
Traits are Small Frame and either Skilled (if you want the most value) or Wild Wasteland (if you want to encounter silly references throughout the game)
Take the Educated perk at level 4. Comprehension at 6. Other good perks are Finesse, Better Criticals, Cowboy, Piercing Strike and Slayer (if you want to do melee), Bloody Mess (because it's fun)
Ninja and Silent Running if you want to do stealth.
Keep in mind the level cap with all the DLC is 50, and you get a perk every other level so you have a good amount of room to experiment

Just keep in mind that implants are kind of important since they boost your attributes without having to take a perk to do so.
And implants are bought at the New Vegas Medical Clinic. I'll try to help you find it on stream, but it's right next to the Crimson Caravan Company
They're expensive but with the high luck of this build gambling is a skewed a decent amount in your favor.
