Each and every parent queue works on single CPU core. Since primary task for router is to forward packets this problem happens:
1) You have single queue which processes packets:
SIMPLE QUEUES
Flags: X - disabled, I - invalid, D - dynamic

2) When traffic is passing through queue it queues all packets going through it;
3) When queue has too many packets to handle CPU core usage hits 100%;
4) Since router has to process packets, other cores has to wait until this queue processes remaining packets and goes into waiting stage;
5) Waiting stage loads each and every CPU core to 100% which leads to 100% CPU usage in total.
