If a government used this system, it would be absolutely chaotic! Laws or rules would take the longest time to pass and people would get very inpatient. Also the groups that did not get their wish would probably be very upset and rebellion would be out of control! For example we have the law that forbids you from being on the phone while driving. If for some reason most of the groups liked using their phone and this law did not get passed, lives would be lost everyday. But since our government does not run on this system lives are saved more and more. I think the government we have today has some flaws but it would definitely beat living with a government required to have 9 out of 13 groups agreeing just to pass a law.it would take a long time to agree on something if everyone wanted the thing that would benefit them the most.a lot of laws that exist now wouldn't exist today. People would have a lot more difficulty and it would simply be harder.this would cause chaos it wouldn't be a very organized government because people would want different goals and laws to pass. This would result the government to be a whirl of arguing and opposing laws and a government leading to nothing being resolved or passed
