Now you might be thinking "Oh god another person whom can't p2l" but that would be false. I have been playing HL2RP on all gamemodes since about 2012 or 2011.
I am going to bring up a topic many will automatically disagree with, but I push you to think about it.

s2k in general:
You would be to start long range s2k with a missed shot or two, giving enough time to immediatly press enter while typing and start retreating or retaliating.
s2k medium-short distance is simply doing a /me, boom.
Melee s2k would be a /me, and you can attack.
And also if a fight is commencing you can butt in without a /me and help whomever you think is bad.
Also you must roleplay any obvious injuries afterwards...

Now you might disagree and say stuff such as "It would make and create crossfire from bullets of rebels shooting citizens AND cops" but I have to say it would be great! Crossfire is a thing and it is bloody bad, shame on the citizens for not running the bloody fuck away!

You might say "Oh no, what if I am saying something!??!" But I also say this is good. Typing in a radio message mid-fight probably consumes your abbility to fight, and so does talking to a man you're bloody beating on. So be in safe range to do so.

Examples of gucci' fights/scenarios I have had.
I had once been protecting a man being s2k'd by a hammer (against rules ree) but I went along with it.
I attacked the man whom attacked him, being hit in the head a few times by a bloody hammer.
He then pulled out a knife and started attacking me!But then I proceeded to make him retreat, saving the man's life...this was at my expense though, for at one hp, somehow my bleeding stopped, forcing me to retreat and get medical help. I was on the floor in agony, holding my bloody guts barley in my body!
But OH NO! Just then a few rebels shot into just two combine units, and a whole crowd of citizens! Some citizens dispersed, a select few jumped in with shovels in the fraze, hitting anybody and everybody! Meanwhile I was roleplaying being on the ground, hoping not to be shot once... After it ended, I did /sleep and said I was dead, going back to spawn!

Now you saw some things in this. You saw that you can infact create more roleplay with s2k so long as you do one /me, and it is even good in one more way

You might also say this's becoming a frenzy zone, but that could be stopped by harsh punishments if dying, and making some shit like mining tools besides hammer illegal or some other IN CHARECTER method.
You might also say this doesn't take your charecter into account, but it does! Your stats describe your abbility perfectly! For example, perception actually allows you to see farther away people, and their descriptions WITH their health status, making snipers have perfect decisions.
You might also be annoyed you can die so easily without much effort by a man with a knife, but this is a thing called don't fuck with the wrong bloody people!

Another uhm...thing that happened was bloody funny. This man walked infront of me, and was causing no reasonable trouble. I rp'd balling up my fist and said "Really man?", to which he pulled up his fist, swinging in the air to intimidate me, he was attacking my female charecter and I had to bloody defend myself! So I did, I punched him down to uncounciousness and brought him right to police hands! But oh no, he wasn't tied up and got away! I chased his bloody ass down, beating him sensless again, bringing him back to the police.
He punched a police officer and died.

One more event was when a s2k was breaking out and my left shoulder got shot, rping that right now actually!

So basically if you add in s2k, it would make the game bloody funner, add more story actually, add genuine fun and some gameplay to this fun thing called a motherfucking GAME, while keeping roleplay elements to keep it fun
