Formal vs. Informal
Knowing when to use tú and when to use usted can be tricky for English speakers. It is especially tricky because not everyone uses them in the same ways.
General Rule
To be safe, you should use usted in the following situations:
To talk to people who are more than a few years older than you are.
To talk to people who are in a position of authority (teacher, policeman, etc).
To be polite with strangers.
If you are unsure whether or not to use tú or usted, it is best to use usted. If people ask you to call them tú, then no harm is done.
