The Cold War left a significantly larger impact than the Universal Declaration of Human Rights thus far. The Declaration of Human Rights acts as a standard for human rights. However, as it is non-binding it has not been strictly enforced even in the countries that made an attempt to ratify the majority of the document. In 2007, Brazil police forces murdered 1260 individuals and justified the killings as acts of resistance. This is an example where the UDHR were clearly disregarded by Brazil and had little to no influence on the way the individuals were treated.
The Cold War on the other hand completely revolutionized the way the modern world functioned due to advancement in technology and warfare with the likes of which were unprecedented prior to the Cold War. From the Space Race alone, the world was exposed to the ability of satellite and space related technology including GPS. The Cold War showed the danger and imminent threat of the newly developed nuclear bombs and other forms of warfare. Aside from these technological advancements, the entire world had a shift in economics and the role of politics. These advancements and changes had a direct and noticable impact on the entire world.
