*1. Full pardon for and restoration of property to all engaged in the rebellion with the exception of the highest Confederate officials and military leaders.
*2. Allowed for a new state government to be formed when 10 percent of the eligible voters had taken an oath of allegiance to the United States.
*3.Southern states admitted in this fashion were encouraged to enact plans to deal with the freed slaves so long as their freedom was not compromised.
*c- For all of the pain and suffering the South had caused, I find the plan very, very lenient. It was a good plan, indeed. If you think about, making them be highly punished would cause them to be mad at the North, which could have easily been the spark for another American Civil War.

a- I see a lot of slaves being tortured, while one claps about it. This shows me that the illustrator does not approve of Andrew Johnson.

1. Allowed pardon from all political crimes with an oath for future loyalty
*2. Called for high-ranking Confederate officials or any wealthy white Southerner to petition the president personally for individual pardons. In order to be readmitted, a state would have to ratify the 13th Amendment, which abolished slavery, and repudiate Confederate war debts.

*a-Provided assistance to tens of thousands of former slaves and impoverished whites in the Southern States and the District of Columbia.
*b-It issued food and clothing, operated hospitals and temporary camps, helped locate family members, promoted education, helped freedmen legalize marriages, provided employment, supervised labor contracts, provided legal representation, investigated racial confrontations, settled freedmen on abandoned or confiscated lands, and worked with African American soldiers and sailors and their heirs to secure back pay, bounty payments, and pensions.
