俄方政府似乎已经在全国范围内大规模限制了 Telegram 通讯应用，这是其收紧管理网络舆论环境的重要举措之一。
根据互联网观测机构 OONI的数据，截至周五上午，高达接近95%的用户在尝试访问该应用时访问受阻。

尽管大范围限制已生效，用户仍可通过 VPN 访问 Telegram。创始人帕维尔·杜罗夫表示，俄罗斯每天仍有约约六千五百万用户访问该平台。
杜罗夫还发起了“网络反封锁”运动，并宣布 Telegram 已更新技术，将其流量伪装为 Google Chrome 浏览器数据，以规避检测。
俄罗斯当局则表示，该应用被用于协助犯罪活动以及极端行为，并以此作为实施限制的依据。
但批评人士认为，这一举措是克里姆林宫加强信息控制的最新体现。自 2022 年以来，俄罗斯已对国际社交网络实施禁令。
与此同时，莫斯科方面还鼓励民众转向使用国家级通讯软件 MAX，但批评者担心该软件可能被用于监控用户。
