Procurementprocesses should also consider lifecycle costs of products when comparingpricing for recycled content alternatives. Council’s Sustainable Procurement Working Group is investigatingthe priority projects detailed above for use of recycled materials, especiallythe use of recycled soft plastics in capital works projects. An update reportto Council on feasible projects for implementation is planned later this yearonce feasibility has been examined. The following are priority projectsthat under investigation or early days of review and consideration, and all demonstratesuccess in the recycling of soft plastics. That Council investigate and receive a report backon the feasibility of phasing out gambling advertising on council-ownedproperty prior to the next Gambling Harm Minimisation Roundtable, exemptingadvertising pertaining to local clubs. It is noted thatthis project is subject to works that may impact on the timing of construction,such as nearby developments and works related to the Bays Metro Station. The findingsfrom the survey showed that the majority did not offer staff support to hirersat hirable venues, except where co-located at Libraries, staffed CommunityCentres or Recreation facilities, with staff levels averaging between 2 to 4booking officers. Community Venuescontacted seven metropolitan councils, including Newcastle council, and wereasked a series of survey questions, with the majority providingfeedback/responses with the exception of Bayside and Newcastle, who at thewriting of this report had not yet responded.
The Local Government Act 1993 requires councils toadopt a code of meeting practice that is consistent with the Model Code ofMeeting Practice prescribed by the Office of Local Government, within 12 monthsof an ordinary election of councillors. Prior to adopting the code of meetingpractice, councils must place the document on public exhibition for 28 days,and invite submissions for 42 days. At an Ordinary Council Meeting on11 March 2025, Council approved a draft Code of Conduct incorporating thesechanges to be placed on public exhibition. Council received one submission,which did not necessitate any changes to the draft Code of Conduct placed onpublic exhibition. Separately, officers have made one change, to clarify theGeneral Manager’s discretion to consider complaints made outside the3-month timeframe specified in the Procedures for the Administration of theModel Code of Conduct.
On 7November CDC staff participated in theWellington Region’s Exercise Rū Whenua a Rohe. Impacts included thepotential threat to life, infrastructure damage including building damage, roadand water outages, school closures and more. Work has begun on planning for Māori engagement in the newStrategy (scheduled for the 2025 year). The three Māori Advisor/Liaison staff from eachCouncil are meeting with the Co-ordinator to determine an approach that isinclusive of Māori.

The actions outlined in theMarketing Strategy are being funded by operational budgets. Council’s obligationunder the legislation is to meet the Department of Internal Affairs (DIA)performance measures that are reported on quarterly and annually. The keyperformance is to acknowledge the Service Requests and Complaints within thefirst 24 hours. TheAct allows people to request official information held by local governmentagencies. It contains rules of how such requests should be handled andprovides a right to complain to the Ombudsman in certain situations.
T&T have had an ongoinginvolvement through the development of the designs, project risk management,cost estimates and business case documents. This involvement will continuethrough to project completion and include monthly reporting to the MajorCapital Projects Committee on the progress of the project. Local GovernmentNew South Wales (LGNSW) is the peak body representing New South Wales localcouncils. LGNSW holds an annual conference, which isthe main policy making event for NSW Councils where issues are debated andmotions put forward for consideration by delegates. The number of votingdelegates that each paying member of LGNSW can appoint to the annual conferenceis based on a formula in the LGNSW Rules.
