The Magical Congress of the United States of America atau yang lebih dikenal dengan nama MACUSA, adalah badan magis yang bertanggung jawab mengatur populasi sihir dari Amerika Serikat yang dipimpin oleh Presiden Kongres Sihir Amerika Serikat. Berbeda dengan No - Mayor Kongres Amerika Serikat , yang terbagi ke dalam DPR dan Senat, MACUSA adalah unikameral. Berbeda dengan No - Mayor Kongres Amerika Serikat, sistem pemerintahan yang hanya terdiri dari satu kamar parlemen. MACUSA terletak di Gedung Woolworth di pusat kota New York City. MACUSA memiliki fungsi yang sama seperti badan-badan pemerintahan sihir di negara-negara lain seperti Kementerian Sihir atau Dewan Sihir.

Lambang Macusa ini sangat menyerupai lambang yang digunakan Amerika Serikat, meskipun dengan banyak perbedaan.

"Macusa" umumnya diucapkan "Mah - cooz - ah".

Tampaknya Macusa memiliki cabang yudisial untuk mengadili pelanggaran hukum Wizard, dan organisasi seperti Wizengamot yang mirip dengan Mahkamah Agung yang digunakan oleh No - Mayor.
