So.
1. You are not Supposed to fill all the points I gave you, but you cannot use more than the ammount I gave. (Military Dipllomacy and RP fields can be field with unlimited nr of moves)
2. In first field, policies, you write your policies: what you invest, taxation system, education, propaganda and so on. And please, dont just say: invest in industry. Cause I dont know: you build more factories, or modernise equipment. Be more Clear.
3. In development you write me what you build, about how you develope infrastructure and so on
4. Ideology can be: Nationalist, National-Socialism, Fascist and so on.
Political System is: Republic, Monarchy and so on.
5. I guess the others are clear.
