In my hometown of Newport News, VA, the murder rate is high and is continuing to grow each year. In 2016, the murder rate was 16.5 per 100,000 people, with a total of 30 murders. According to city-data.com, Newport News has a higher crime index than nearly 80% of U.S. cities. This is an issue that I have witnessed throughout my childhood and up to now, and I would like to identify a solution.

As Newport News is an independent city, no county level officials have jurisdiction over it. However there are, of course, a group of city council members that includes Marcellus Harris III, Sharon Scott, Herbert Bateman, Jr., Pat Woodbury, Tina Vick, Saundra Cherry, and the Mayor, McKinley Price. Also on the local level, and of significance to this issue is the Sheriff, Gabriel Morgan. At the State level, Terry McAuliffe and Ralph Northam are the Governor and Lt. Governor, and the Attorney General is Mark Herring. In the Virginia Senate are T. Montgomery Mason and Mamie Locke, and in the House of Delegates are Michael Mullin, David Yancey, and Marcia Price. Finally, at the Federal level are Senators Tim Kaine and Mark Warner, and Representative Robert Scott. A city-level organization that focuses on the investigation of murder, is the Homicide unit of the Major Crimes Investigations Division, which is lead by its Commander, Lt. Adam Hankins
