No, many non-citizens enter the U.S. every day. Whether it be via a tourist visa, or an immigrant visa. Immigrating to the U.S. and getting a Greed Card grants you permanent resident status. You aren't a citizen, but you're legally allowed to live and work in the U.S.

You won't be "tracked down." You have to provide your information to the Department of State in order to obtain a visa. There are ways of being contacted.

You cannot work on a tourist visa. Like the Department of State's website explains in the link that I provided, it can only be used for tourism, vacation, visit with friends/family, medical treatment, social events, or enrollment in short study courses.

I don't have any way of knowing all companies that sponsor foreign nationals for an employment visa, I'm sorry about that. It will require some research on your part. Many different types of companies do this.
