Pope Gregory III was one of the greatest medieval popes. He was also among the most controversial. Pope Gregory III was determined to make the Church independent of secular rulers. To do so, he banned the practice of lay investiture. He said " only the pope had the right to appoint and install bishops in office." He knew that since Henry was appointing bishops all their loyalty would go to Henry and he did not like that. Pope Innocent excommunicated Henry from the Church, freeing his subjects form their allegiance to the emperor. Henry was forced to make peace with the Pope.
