Ignore them and involve higher management: In case you have tried the above-mentioned points, whilst still being the workers are not bothered to realize what they are doing, then the simplest way would be to ignore them. Interact with these when needed whilst an eye on their tasks, if they are doing them effectively or otherwise. Evaluate them based on their work and behavior, and report to the larger management. However, take care when using this method because higher management would feel that you might be not capable enough.
