Check out https://account.xbox.com/Settings?wa=wsignin1.0&activetab=main:privacytab and sign in to your account.
Make sure the setting "Others can communicate with voice, text or invites" is set to "Everyone"
Then restart your Minecraft to update it.
NOTE: If your account Is controlled by a parent/guardian, they will have to do the steps above.
