The FDA regulates pet food.

There is no requirement that the FDA approve pet food items before going on the market. On the other hand, the FDA verifies that the components used in pet food are safe and perform their intended role in pet food. Many ingredients, such as meat, poultry, and cereals, are regarded as safe and do not require prior permission before going on the market. Other compounds, such as sources of minerals, vitamins, or other nutrients, flavorings, preservatives, or processing aids, maybe Generally Recognized As Safe (GRAS) for an intended application (21 CFR 582 and 584) or must be approved as food additives (21 CFR 582 and 584) before they may be used (21 CFR 570, 571 and 573). Colorings must be approved for such use by 21 CFR 70 and be listed in Parts 73, 74, or 81 of the Code of Federal Regulations. The Food and Drug Administration (FDA) controls the manufacturing of cat food, dog food, and any dog treats or snacks that you may have in your cupboard at any one point in time. The FDA regulates pet food in a manner comparable to how it handles other animal foods. Foods for animals must meet the same safety standards as human foods, including being prepared in sanitary circumstances and containing no dangerous ingredients. They must also bear accurate labeling requirements under the Federal Food, Drug, and Cosmetic Act (FD&C Act). Additionally, canned pet meals must be treated by the low acid released food requirements to ensure that the pet food is devoid of viable germs (see Title 21 Code of Federal Regulations, Part 113 for more information) (21 CFR 113).

Labeling

The labeling of pet food is governed at two different levels. FDA regulations currently mandate appropriate identification of the product, a net quantity declaration, the name and location of the maker or distributor, and a proper listing of all the constituents in the development from most to least significant by weight. Some states additionally have labeling requirements that are enforced. This model was developed by the Association of American Feed Control Officials and is used to create many of these laws (AAFCO).

Additionally, the FDA examines particular claims made by pet food manufacturers, such as "maintains urinary tract health," "low magnesium," and "hairball control." Guideline 55, which may be found on the CVM area of the FDA internet site, guides collecting data to submit a urinary tract health claim.
