- dispatcher backend will publish event to Stride Dispatch Search/Support Service - let's call it DELIVERY_FAILED
- question: how will UI allow manual actions? through externalStatus? or specific deliveryStatus?
- question: which event can Dispatcher publish that will lead to an externalStatus that allows these manual actions? do we need a new event and new external status? or, a new event added to an existing externalStatus?

- at this point, we want to allow manual action of either
- release trip if it's just a single order
- remove from batch if it's in a batch
- then, the driver with the failed delivery, will take this back to the store
- once the order is back at the store, the store will tell dispatcher ui agent that
the order is returned (manually call or chat with agent)
- finally, the expected outcome is for agent to perform release trip or remove from batch
(the above two actions)
- once action is performed, the driver is removed and new trip is created
