As a former Soviet country located in central Asia It is rarely seen street demonstrations so openly expressing its anger.

Protests started in Kazakhstan early in the year over rising gas prices and the worsening conditions for unemployment. The protests turned massive rallies across the country. Almaty suffered the most severe loss of life in the aftermath, with 227 dead and 9900 taken into custody. Russian troops from The Collective Security Treaty Organization (CSTO), were briefly deployed.

Restructuring of Kazakhstan's Government and Erzhan Kazykhanov 's Return

The protesters were particularly upset that President Tokayev has assumed the office of head the government's National Security Council. It was replaced by former President Nursultan Nasarbayev whose influence was a source of concern to them.

Three of the sons-in-laws of the former president were removed from their state companies. The nephew of the president was fired and Karim Masimov was arrested in connection with treason allegations. Many top business leaders who were associated with former President Nazarbayev had their jobs resigned or fled to other countries for long vacations or received massive "donations."

The changes in government and elimination of old guards do not always lead to reform. It is all too common for loyalists and family members of the former administration to take over their place.

The most loyal supporters of Kazakhstan were unhappy with Kazykhanov's frequent appearances on international news channels that exposed his flaws. Tokayev's choice to introduce an self-promoting, incompetent and volatile deputy into a weak government at an important time is not making sense.

Tokayev's Kazakhstan reforms are reminiscent of Mikhail Gorbachev’s Perestroika as well as the Glasnost initiative in the Soviet Union. Perestroika is Mikhail Gorbachev’s mid-1980s plan to reform Soviet economics and politics. Glasnost refers specifically to his change in policy.
