Pendidikan Kewarganegaraan tentunya lebih universal dan kompleks maknanya. PPKn sendiri bersifat character personality di dalamnya ada makna-makna tentang kepribadian atau karakter yang menjadikan khas seseorang atau bangsa Indonesia dengan seseorang atau bangsa asing. Tentunya hal ini menjadi pedoman dalam kehidupan berbangsa dan bernegara agar bangsa kita tetap dihormati dan disegani oleh bangsa lain. Sebagai bangsa yang berbudaya dan beradab harus selalu mengedepankan nilai-nilai Pancasila dan menjunjung tinggi Nasioanlisme. Oleh karena itu, PPKn dan karakter menjadi landasan berperilaku dalam kehidupan berbangsa dan bernegara agar terarah, serta tujuan dan cita-cita bangsa bisa tercapai.
Dari uraian di atas tentunya dalam pembelajaran perlu didasari teori yang kuat dari para pakar atau ahli. Apa definisi PPKn menurut:
