Kazakhstan Unrest Will not be Eased By Erzhan Kazakhstanykhanov's Re-election as Deputy Chief Of Staff

Following a string of demonstrations across Kazakhstan and elsewhere, the government is forced to confront the new realities.

The power dynamics that have changed are evident in Erzhan Kazykhanov's return.

The world arena has to adapt to a more assertive citizenry. Additionally, policymakers have be cognizant of the changes and devise effective methods to engage with the country.

Kazakhstan's Role in Ukraine's Shift
The last couple of weeks have seen all eyes on Ukraine in the wake of Russian President Vladimir Putin has prepared and declared an invasion against a sovereign state. This shouldn't come as a surprise given the fact that NATO leaders, including the Vice President Biden did not heed the warnings issued by Moscow. Russian President Putin repeatedly decried NATO's plans to attack Russian territory.

Even though Putin's actions are unacceptable Western leaders must acknowledge the fact that their actions contributed to the crisis. Now we are facing the consequences of a European crisis that couldn't be avoided.

Protests in Kazakhstan
It is important to contrast the current state of affairs in Ukraine with the recent developments within the region. Here are the unrest in Belarus, particularly Kazakhstan, from 2003 to 2005. As the former Soviet nation located in central Asia It is rarely seen street demonstrations so openly expressing its discontent.

Protests started in the beginning of this year in Kazakhstan in protest against the rising cost of gas and the plight of workers. These protests spiraled into nationwide rallies that were followed by violent riots. Almaty was the city with the most loss of life in the city, with 227 dead and more than 9900 being in detention. Russian troops from The Collective Security Treaty Organization (CSTO) were briefly stationed in Almaty.

Restructure Kazakhstan Government and Erzhan Kazykhanov Back
Qasym Zhomart tokayev Kazakhstan’s new president, brought many changes in the power structure within the ruling elite. These changes have been questioned and raised concerns with many Kazakhs.

Protesters were furious over President Tokayev's decision to take the presidency of the National Security Council replacing ex-President Nursultan Nazabayev. Protesters were worried about his influence on the country’s economy.

The former president's sons in-laws were dismissed and three nephews of the former president were exiled from state enterprises. Karim Mastimov, former spy chief, was removed from office. The officials involved were not the only ones to lose their jobs. A lot of members of the elite business class that was associated with former President Nazarbayev moved to other countries for long vacations , or were given large "donations."

Reform doesn't always result from changes in government and the retirement or retention of the old guards. It's all too typical for loyalists as well as relatives of the former administration to replace them.

Erzhan Kasykhanov's Appointment Disappointment
Erzhan Kyzykhanov's appointment to the highly-influential position of Deputy Chief of Staff to the President Tokayev was counterproductive. Kazakh Kazykhanov was Kazakhstan's most ineffective ambassador to the United States.

In Washington, Kazykhanov was a solo, arrogant diplomat who was confident, and occasionally out of touch with the delicate nature of Kazakhstan's image abroad. Kazykhanov was unable to make advancements in the national interest in matters such as the Jackson Vanick restrictions and other issues that affect Kazakhstan's reputation abroad. This is the reason his performance is so disappointing.

Due to his unremarkable and unpopular reputation, Kazykhanov makes a difficult candidate for key positions. Kazykhanov does not have the skills required to be a Chief of Staff.

Even Kazakhstan's most ardent supporters are not happy with Kazykhanov's appearances on the important news networks around the world and exposing his flaws. Tokayev's decision in such a critical moment to hire an incompetent and self-promoting deputy to a weak unstable, unstable government doesn't make sense.

Tokayev’s Kazakhstan reforms remind of Mikhail Gorbachev’s Perestroika as well as the Glasnost initiative within the Soviet Union. Perestroika is Mikhail Gorbachev’s mid-1980s program for reforming Soviet economy and political. Glasnost refers specifically to his policy change. It was the main reason for the collapse of the Soviet Union, and Putin is trying to reverse that trend. Tokeyev has established strong economic relations between the West and countries surrounding his country. But, he has not tried to defy Putin. Kazykhanov may upset the delicate balance.

The US should pay attention to Kazakhstan in unstable Times
Washington should be more attentive to Kazakhstan events , rather than the conflict in Ukraine. They show how power transfers can take place in this area and whether or not it's good or not.

The Russian invasion of Ukraine is a disturbing incident. The United States should take appropriate steps to stop Putin's aggression. But, it is crucial to keep in mind that NATO has been provoking Russia for many years. This current crisis is in part due their own incompetence.

Washington should be aware of the events in Kazakhstan as it could become the next point of contention between Russia and the West.
