After some heavy thinking, I decided that I wasn't quite fair enough to SSJ4. (Despite the massive amounts of highballing towards SSJ4.)

So, let's get the Saiyan Multipliers out of the way real quick.
SSJ= 50X
SSJ2= 100X
SSJ3= 400X
SSJ4= 200,000X (Highballed) (Originally 4000X)
SSJG= 200,000X (Was originally 500,000X) (Lowballed.)
SSJB= 10,000,000X (Was 25,000,000X ) (Lowballed.) (Multiplied SSJG with SSJ)
SSJR= 10,000,010X
SSJBE= 10,000,020X

As we all know, GT takes place ten years after the events of Z, and by extension, Super.
So with that logic, we know that the GT characters are much stronger than their Super counterparts, because of the amount of time between each part.
But even applying this logic in my previous discussion, It took SSJ4 Gogeta to be at Nappa level to beat out early Dragon Ball level Broly Gogeta.
In this part, I'm not only going to make both Gogeta's equal, but I'm also gonna make SSJ4 be equal to Super Saiyan Blue. So for this specific part, I'm going to be going by Fighterz logic.

Now that they're equal in terms of strength, who would win? Obviously Gogeta SSJ4, right? Well, lets see what they have in their move set, as well as canon feats. (Uncanon feats for GT)
SSJ4 Gogeta has the following:
Kiai
Lightning Hammer
Meteor Strike
Bluff Kamehameha
Kamehameha
Punisher Guard
Positive Energy of Justice
Ultimate Impact
Ultra Big Bang Kamehameha
Big Bang Kamehameha X100
+ Kamehameha X10
+ Final Shine Attack
+ Dragon Fist

These are all powerful moves, especially his signature move, the Big Bang Kamehameha.
Now for Gogeta Blue.
Soul Strike
Rising Vortex
Multiplex Afterimage
Punisher Drive
God Punisher
Stardust Breaker (Soul Punisher)
Stardust Fall
Big Bang Kamehameha
Meteor Explosion
Ultimate Kamehameha
+ Limit Breaker Kamehameha

+ Silver Dragon Flash (Yes, I know it's a move from Ultra Instinct Goku, and Gogeta has not been seen in UI yet. Just roll with it.)

Now we have each of their special moves. And for added measure, I'm adding the strongest moves of each fusee, so it will be balanced.
In terms of feats, the winner is... Nobody. Both enemies the Gogeta's fought got away (Broly) or the Fusion ran out (Omega). Neither Enemies landed a hit on Gogeta either.

In terms of Fighterz gameplay: Easy, Gogeta SSJ4 is superior than Gogeta Blue, for the one reason, X100 Big Bang Kamehameha is one of two moves in the entire game that guarantee a KO if landed once.
In the dramatic finish is when things get iffy. SSJ4 Gogeta could use Big Bang Kamehameha, but uses a Kamehameha instead. If Gogeta 4 did use BBK, he would win in the beam struggle, no matter what.

So, given what I just went through, let's talk Heroes now.
And Immediately, Gogeta 4 takes the cake. My guess is that he somehow fused God Ki into his Primal Ki, to become somewhat, Titan-Like, for better or worse terms.

But, with age, comes drawbacks. In one of the finishing lines, Gogeta 4 says "Could you hit me right here next? This shoulder's been killing me." Now without a doubt, he could be joking, but, maybe there is truth in jest. In GT, Vegeta is 63 years old. By that time, he should be getting a slight amount of arthritis. Probably in one of his shoulders. That could slightly slow down Gogeta 4, at least when using that arm. While Gogeta Blue is still in his prime.

So if they were to fight with everything aforementioned. Gogeta Blue, would end up as the victor still.
The reason behind this verdict is because age is catching up with Gogeta 4. If he keeps fighting at that level against someone who literally rivals him in power, eventually after a certain amount of clashing fists, Gogeta 4's shoulder would explode, leaving him just like Future Gohan after he lost his arm. Gogeta Blue would no doubt capitalize on that weakness and go for an all out assault.
