There can be several change targets for a BPM initiative. Are some more important than others? Why or why not?

Indeed, it is true that some change targets for BPM initiatives are more essential than others. Because depending on type of change suitable change targets are considered. For example:

Assuming a food court where customers are unsatisfied with food quality, so in this case to improve food quality

1) customers are important because their un-satisfaction can give loss to food court

2)owner is required for making final decisions

3)team is required for quality checks.

4)chefs are participants in process to make food of good quality.

5)manager is required to give check on quality of food items used in making and make decision for improving food quality.

Here, these change targets are important that any others.

Now, assuming same food court where customers are un-satisfied because of uncomfortable sitting arrangement, so their is need to bring new furniture so

1) customers are important, because they should be satisfied

2)owners is needed to make decision which furniture should come or replaced

3)participants are required to arrange and bring furniture in food court

Here, these change target are important than others.

At last, some change targets are more important for BPM initiatives as compare to others. As usually, customers are majority of time important because improvements are done for them, where as other change targets depend on requirement to be involved or not.
