Youth Cyber Exploration Programme (YCEP) Central Capture-The-Flag (CCTF) Competition 2021 (the “Programme”) is organised by Cyber Security Agency of Singapore. All references in this form to “participant” shall refer to the person named below as Participant.

The participant’s participation in the Programme is subject to the terms and conditions set out below:

1. Intellectual Property Rights: The participant acknowledges and agrees that:

(a) the Organiser owns all intellectual property rights in all marks and logos associated with the Organiser that are displayed or used in relation to the Programme. The participant further acknowledges and agrees that the copyright and other rights in the material used or provided by the Organiser, its contractors or agents in the course of the Programme, vests in the Organiser, contractor/s or supplier/s, as the case may be; and

(b) the copyright and other rights in any and all material created by the participant in the course of or for purposes of the Programme, shall vest in and be owned by the Organiser. The participant therefore agrees to assign to the Organiser, without charge, all intellectual property rights in such material.

2. Publicity and Personal Data: The participant agrees and consents to:

(a) the recording by the Organiser (or its co-organisers or contractors) of the events or activities of the Programme (including events and activities in which the participant is involved) for broadcast and promotional purposes;

(b) the collection, use, disclosure and sharing with CSA’s service providers, officers, agents, contractors and employees, the participant’s data, including name, photographs, or audio-video or other recordings of the participant captured or obtained by or for or in relation to the Programme for broadcast, publicity and/or use in advertisements across all media, including, without limitation, in publications, presentations, promotional materials on its websites, in its original or edited format, whether to promote other events or otherwise and without further notification, remuneration or compensation to the participant; and the copyright and all other intellectual property rights in and to all such Programme materials shall vest solely and absolutely in CSA and other relevant associations without further compensation; and

(c) the collection, use and disclosure of his/her personal data by the Organiser (or its co-organisers or contractors) for the purpose to improve (directly or indirectly) the efficiency or effectiveness of policies, programme management or service planning and delivery by CSA (whether by carrying out data analytics work or otherwise). “Personal data” shall have the meaning ascribed to it in the Personal Data Protection Act 2012.

3. Ethical Conduct: The purpose of the Programme is for participants to learn about the importance of IT Security in protecting their computers, networks and Internet servers from malicious computing practices (the “Programme Purpose”). All knowledge and information shared in the course of the Programme, whether by the Organiser or by any other person, is shared only for the Programme Purpose. Accordingly, the participant shall not use any of the knowledge acquired by him/her in the course of the Programme to carry out or participate in:

(a) any malicious computing practice;

(b) hacking activities, such as scanning systems for vulnerabilities, conducting denial-of-service attacks, penetrating systems with the intent to view, delete or deposit files, and defeating any authentication practices; or

(c) any other activity that is illegal or otherwise prohibited under law.

4. Liability: The participant acknowledges that his/her participation in the Programme is at his/her own risk and that the Organiser, its contractors and agents shall not be responsible or liable for any injury, illness, mishap, loss (including, without limitation, indirect or consequential loss), or damage suffered or incurred by the participant in the course of and/or for purposes of the Programme, except any liability that cannot be excluded by law (in which case that liability is limited to the minimum allowable by law).

5. Indemnity: The participant shall fully indemnify and hold the Government of the Republic of Singapore (which CSA is part of), its officers, agents, contractors and employees, harmless against any and all claims, demands, losses, liabilities, costs and expenses (including but not limited to legal costs and expenses on a full indemnity basis made against, suffered or incurred by it arising directly or indirectly from my participation in this Programme. This includes any content I submit, post or make available through Programme participation.

6. License: The participant will grant CSA and the other relevant associations a world-wide, royalty free, non-revocable and non-exclusive license to use, distribute, reproduce, modify, adapt, publicly perform and publicly display any information, data, text, sound, photographs, graphics, video, messages or other materials collected during the course of the Programme. This would include using such content in any publicity materials for the website and in any medium (including the mass media, internet posts, printed and e-mail communications and so on).

7. Third party platform: Certain aspects of the Programme may utilise the services and/or products of third-party vendors and business partners, which services and/or products may include software, information, data or other services. To the extent these vendors require participants who utilise such features to agree to additional terms and conditions, your use of such features constitute your agreement to be bound by these additional terms and conditions. These third-party terms are subject to change at such third party’s discretion.
