I have filed a claim for an item not received early January 2022 for a TV using PayPal.

I was scammed and provided evidence of it. I contacted PayPal and I was told to contact my bank/card issuer to put the seller funds on hold.
I quickly filed a claim with Chime after realizing I had been scammed and within hours Chime denied it. It took a voice recording from a PayPal representative to reopen the case as well as complaints to the Better Business Bureau and the Consumer Financial Protection Bureau.
I have been receiving mixed messages from support with two in the same day claiming my case was open and another claiming my case was closed and I have called multiple times requesting information and all I receive are generic responses.
Despite providing evidence, Chime has consistently gaslighted me and ignored investigating it or seeking a response from the merchant, which is 90 days according to VISA policies. Chime ignored this as well as the evidence I presented and found no error. I have received no package, no nothing. To add to this, Chime claims I received the goods and that I am filing a fraudulent claim in attempts to get my money back when nothing could be further from the truth. I have tried to reach out to the merchant but no response. They blocked me on PayPal as well.

I have been extremely patient and willing to support the investigation all the way and I have showed evidence of the seller not responding, blocking me, and no tracking of anything yet Chime claims the item was in fact delivered. After reading tons of complaints, I understand it is not my claim but Chime itself as they have did this to countless people who had rock solid evidence to support their claim. There are video cameras around my property 24/7 that can successfully prove that no TV have been delivered since the date I purchased. Chime has received excessive complaints on the BBB for refusing to help fraud victims recover funds as well as the Consumer Financial Protection Bureau.

If this matter is not properly investigated within 10 business days from now by the 28th of February, I will initiate an arbitration settlement from the AAA (American Arbitration Association) for the amount I was scammed of plus damages due to Chime's refusal to assist me beyond providing generic statements and emotional distress. Assuming that is in my favor, I will use all legal avenues to recover my funds.

In less than 6 hours on the 14th of February, I received 3 different timeframes for my disputes which is solid evidence that Chime is not properly investigating my disputes. Furthermore, they claim I filed a late dispute. Something I did not.
On the Chime app, I was told VISA gives merchants 90 days to respond.
In 3 separate emails, I was told it would take 90, 45, and 30 days respectively within 2 hours. Every time someone handles my case, the response I get is completely different and it is extremely frustrating. I have reached out to Chime dozens of times.
Transaction amount: $473.49
That is all I ask to be investigated and ultimately refunded.

I have exhausted all avenues to try to recover my funds and I am pursuing arbitration because Chime keeps denying my claim despite knowing the evidence is more than sufficient and refusing to properly investigate it.

The arbitration process will proceed on the 1st of March if a response is not given by the day prior. Before my filing, in accordance to Chime's terms and conditions, I will request Chime pay for the filing fees.
