Semula bernama indische vereeninging, PI didirakan oleh orang-orang Indonesia di Belanda pada tahun 1908. Pada tahun 1925 berubah menjadi Perhimpunan Indonesia (PI). Tujuan utama PI adalah mencapai Indonesia merdeka,memperoleh suatu pemerintahan Indonesia yang bertanggung jawab kepada seluruh rakyat. Tokoh-tokoh PI adalah Mohammad Hatta,Ali Sastroamijoyo,Abdulmajid Joyoadiningrat,Iwa Kusumasumantri, Sastro Mulyono,Sartono,Gunawan Mangunkusumo,dan Nazir Datuk Pamuncak.
Pada tahun 1925,PI secara tegas mengeluarkan manifesto arah perjuangan, yaitu:
1. Indonesia bersatu, menyigkirkan perbedaan, dapat mematahkan kekuasaan penjajah.
2. Diperlukan aksi massa yang percaya pada kekuatan sendiri untuk mencapai Indonesia Merdeka.
3. Melibatkan seluruh lapisan masyarakat merupakan sarat mutlak untuk perjuangan kemerdekaan.
4. Anasir yang berkuasa dan esensial dalan tiap-tiap masalah politik.
5. Penjajah telah merusak dan demoralisasi jiwa dan fisik bangsa, sehingga normalisasi jiwa dan materi perlu dilakukan secara sungguh-sungguh.
Manifesto 1925 sangat menggugah kesadaran bangsa Indonesia,serta sangat memengaruhi pola pergerakan nasional bangsa Indonesia. Gagasan manifesto 1925 terealisasi saat Sumpah Pemuda diikrarkan pada 28 oktober 1928.
