Oobleck, the amazing suspension of corn-starch and water, is a non-Newtonian fluid that responds significantly to pressure. When it experiences a brief, intense pressure, such as someone slapping it, the viscosity of the Oobleck increases to the point where it feels like a solid.
So, in other words, it hardens in response to an intense pressure or force. Not only this but when it has no pressure its very malleable so it can be moved around easily. However, because of the state it would just run off so you would need an alloy that’s both light and moveable.
Micro lattice is probably the best bet for this. As this is as strong as titanium but also very flexible and shareable. You would then also need machinery in order to actually work the thing. A bionic arm works by picking up signals from a user's muscles so you would need to both add a bionic receptor and a microlattice-oobleck alloy.
