I am filing a complaint with the Office of the Comptroller of Currency ("OCC").
The reasoning for the complaint is that the notion that PayPal policies prohibit me from contacting my bank is false. I have audio recordings of contacting PayPal and they clearly state that a customer has the right to file a chargeback and PayPal will hold their funds and help them attempt to recover them and that "they would not be bound to PayPal's terms". This is exactly what I was told over the phone and after inquiring about banking disputes, the reason a customer would dispute is due to a merchant not responding or outright scamming, which then allows the bank to take actions on their end.
I have the evidence from PayPal telling me that a chargeback via my bank would be the best option ahead yet you are telling them the opposite. On my PayPal account, it states that there is currently a chargeback for this matter. Are you stating that this has already been decided and that the case is closed?
In any case, this has not been handled correctly and upon request, I can send the audio files of PayPal agent telling me that I was 100% within my rights to seek a card dispute with my banking provider and that with their help, I could recover my funds. In this case, I am trying my best to find the best solution but it seems that the basic principles are being ignored. I have the documentation to prove otherwise to the claims made in the initial latter that was mailed to me by Stride bank.
