Kazakhstan Unrest Won't Be Eased by Erzhan Kazakhstanykhanov , who is returning to the Country as Deputy chief of Staff

The government of Kazakhstan is confronting the reality of the future after an array of protests which have shaken the country.

Erzhan Kazykhanov's return shows the power dynamics that have changed.

The international community must change to accommodate an increasingly assertive citizenry. Additionally, policymakers have be cognizant of these developments and devise effective methods to communicate with the nation.

Ukraine's Role at Kazakhstan's Shift
In the last few weeks, NATO the world has turned its focus to Ukraine. Russian President Vladimir Putin had been planning and launched an attack against an independent state. This was not surprising considering the way NATO leaders, including the president Biden have ignored warnings from Moscow. Russian President Putin has repeatedly condemned NATO's plans to invade Russian territory.

While Putin's actions have been criticised, leaders of the west must admit that they were responsible for creating the crisis. It is acceptable to say that we're now living with the consequences of an European crisis which could have been prevented.

Protests held in Kazakhstan
The current situation in Ukraine is a good opportunity to compare it with the experiences of recent years in the area. Color revolutions from 2003 to 2005 are included here along with tensions in Belarus and, in particular, Kazakhstan. It is an ex Soviet country that is located in central Asia and seldom sees protests on the streets so openly expressing anger.

A series protests were started in Kazakhstan in the beginning of 2012, in protest of the increase in gasoline prices and also the deteriorating job market. The protests escalated into massive rallies and violent protests. Almaty suffered the biggest loss of all, with 227 residents killed and over 9900 arrested. Russian troops from the Collective Security Treaty Organization CSTO were temporarily deployed.

Qasym Zhomart Tokayev the new Kazakhstan president has introduced a number of changes to the power structure that have raised concerns and discontent in the majority of Kazakhs even during moments of peace.

Protesters are particularly upset by President Tokayev’s plan to assume the headship of the government's National Security Council. He replaces former President Nursultan Nagayev whose influence on the country’s economy was a source of concern for them.

These events led to three sons-in-law of the former president getting removed from their positions and dismissed from state companies. Karim Masimov, the former head of the spy agency was detained on charges of treason. Many business executives associated with the former president Nazarbayev also lost their jobs, fled abroad to take "extended vacations" or were slapped with heavy "donations."

It isn't always possible to reform when there are changes in government or the elimination of old guards. It's all too typical for loyalists and relatives of the former administration to replace them.

Erzhan Kazykhanov's Appointment is A Mistake
Erzhan Kyzykhanov's appointment in the highly influential position of Deputy Chief of Staff to President Tokayev was unproductive. Kazakhstan's most ineffective ambassador to the United States was Kazakh Kazykhanov.

Washington dislikes Kazykhanov for being an arrogant, insecure diplomat who is too confident and insensitive with the image of Kazakhstan beyond the borders of the country. He failed to make any progress in national interests in matters such as the Jackson Vanick restrictions as well as other issues relating to Kazakhstan's reputation abroad. This is why his performance is so disappointing.

Kazykhanov, with his problematic and infamous reputation, is unlikely to be considered for key post. Deputy Chiefs of Staff require diplomacy skills, broad knowledge and competence and none of these Kazykhanov is proficient in.

Many of Kazakhstan's most enthusiastic supporters were apprehensive about Kazykhanov's frequent appearances in international news networks. The media exposed his flaws. Tokayev made a mistake in inviting an unstable, incompetent and self-promoting deputy to join the fragile government in such crucial times.

Tokayev's Kazakhstan reforms are in reference to Mikhail Gorbachev's Perestroika and Glasnost Initiatives in the Soviet Union. Perestroika (of Mikhail Gorbachev) is a mid-1980s program which reformed Soviet economics. Glasnost refers back to his reforms to the policy. The reforms resulted in the demise of the Soviet Union. Putin is looking to revive the Soviet Union. Tokeyev is also a fervent proponent of Putin's relationship with other countries around his country. This delicate balance may be upset by Kazykhanov.

In Unsteady Times and the US should pay close attention to Kazakhstan as well
Washington should be more attentive to Kazakhstan events , rather than the war in Ukraine. They illustrate how power transfers can occur in this part regardless of whether it's for good or bad.

The Russian invasion of Ukraine is a disturbing development. The United States should take appropriate steps to stop Putin's aggression. But, it's important to remember the fact that NATO has been provocative to Russia for years and the current crisis is in large part the result of their own failures.

Washington must be attentive to Kazakhstan as it could be important in the ongoing conflict between Russia (West) and Russia (Russia).
