Ersin Saçlı aslen Şanlıurfalı olup 1974 yılında Gaziantep’te doğmuş ve 1977 yılında ailesiyle birlikte Bayrampaşa’ya göç etti. Hayatın koşuşturması ve iş hayatıyla birlikte eğitimini Nişantaşı Üniversitesi, Spor Yönetimi bölümünde sürdürmektedir.
2001 yılında Ak Parti’de Bayrampaşa’nın İlçe Gençlik Kolları’nda Kurucu Teşkilat Başkanlığı görevini sürdürmekle başlayan aktif siyasal yaşamı İlçe Gençlik Kolları Başkanlığı, Belediye Meclis Üyeliği ve hali hazırda İlçe Başkanlığı ile sürdürmektedir.
Çeşitli STK’larda görev almış olup lisanslı amatör futbolculuk kariyeri de olmuştur. 2006 yhılında Bayrampaşa Amatör Kulüpler Birliği Derneği’ni kurmuş olup 2014’ten bu yana Bayrampaşaspor Kulubü Denetim Kurulu’nda üyedir.
Temiz, iyi huylu ve alçakgönüllü bir kişiliğe sahip olan Ersin Saçlı Gençlik Kolları’ndan yetişmiş olması dolayısıyla gençlerle olan bağını hiçbir zaman koparmamış, her daim onların üstüne titremiş ve yardımlarını onlardan esirgememiştir. Gençlere yönelik bu destekleyici tutumlarından dolayı onlar da kendilerine Ağbi (Ağabey) demektedir, Bayrampaşa’nın Abisi..
