ANSWER GUIDE:
1. The first problem is traffic congestion. It means that the traffic volume is greater than the road capacity, this is a problem mainly during rush hours in the Central Business District, or in the inner city areas. The causes are the limited flatland resources, the lack of urban planning, the increase of people's living standard, and the accessibility of the Central Business District. In order to solve the problems, the government constructed highways and underground bypass to ease the traffic congestion on roads, building roads and tunnels to link new towns with urban areas, adding more rails and routes to the mass transit railway, buses and minibuses with smart mobility, and proposing the 'Electronic Road Pricing Scheme' with the user-pays principle in order to levy charges on vehicles. (10 marks)
The second problem is urban decay. It means that the environment of the inner city areas are worsening. The causes are the limited area, the poor urban planning, and overcrowding. It also causes pollution. In order to solve this problem, the Urban Renewable Authority carried out the 'Urban Renewal Scheme', which contains rehabilitation, redevelopment, and heritage preservation. Also, developing new towns and reclamation are also ways to solve this problem. For pollution problems, noise barriers, sewage treatment plant, polluter-pays principle, plastic bag levy, waste separation, filter funnels, unleaded petrol, liquefied petroleum gas and eco-driving habits are used. 2. Sustainable development refers to the wise use of resources to meet the needs of the present generation without sacrificing the needs of the future generation. The quality of life can thus be improved without exceeding the limit of the resources in our planet. For a sustainable development, we need to strike a balance between social, economy, and environment. (5 marks)
