This institution starts in its first year with a mixed enrollment of 135 students; in its own building, located at Calzada Vicente Guerrero (today Juárez Oriente) number 1450. Originally, it housed only eleven classrooms and two workshops, a management area and a secretariat. It had an annual budget of $ 25,440.00. Its staff of teachers was made up of seven teachers, the first director of this new institution being Professor Jesús Cueto Nicanor. In the following academic periods, the student body grew, since the school year 1943-1944 amounted to 236; In 1944-1945, after three years of high school, the student population reached 354, while the teaching staff increased proportionally.
Due to academic growth, in 1945, and given the social demands, the expansion of the educational offer was sought, creating the High School, which since then, until its transfer to Boulevard Revolución and Paseo de la Rosita, and still currently in new facilities, It bears the same name: Venustiano Carranza, either because of the identification of its acronym, the PVC, or with great confidence among its students and graduates: "La Venus", as many proudly boasted. But going back to the initial year of this noble educational institution, only 33 students enrolled, denoting that only a small number of secondary school graduates continued high school, and by June 1946, the first generation of high school graduates had graduated.
For the 1949-1950 school year, the educational work was temporarily transferred to the Del Centenario elementary school, located in the first square of the city, while the Venustiano Carranza High School facilities were being expanded, and by August 1950, the students were returning to classes in front of the forest, where they were pleasantly surprised that the building already had 24 classrooms, physics and chemistry laboratories, carpentry and sewing workshops; a large auditorium with a forum, and 320 seats for the public, as well as three attached dressing rooms; a room for a school museum, a library, a prefecture, a store, a functional Directorate and Secretary. The façade of this singular building is Californian neo-colonial type, with similar finishes to a section of the Autonomous University of Guanajuato; the distribution of the classrooms is four wings lateral to the auditorium, forming an "H" as a whole. These facilities were officially inaugurated in 1950 by the then President of the Republic, Lic. Miguel Alemán Valdés, taking advantage of the visit he made to start up the nursery that is located next to the PVC, as well as the Children's Hospital, both with the name of the then First Lady, Beatriz Velasco.
Originally, the baccalaureate system had been used for academic disciplines, and in 1957, the single baccalaureate system was started, but in 1963, the system of disciplines was returned to: Laws and Social Sciences; Medicine and Biological Sciences; Engineering and Physical-Mathematical Sciences, and Chemical Sciences. In 1957, an effective organization was carried out in the library, as this covered part of the academic needs of the students, although originally there was little cooperation, but later valuable donations of various volumes were obtained, including the famous Encyclopedia Universal Espasa-Calpe, exceeding the literary heritage by more than two thousand four hundred volumes. Professors Wenceslao Rodríguez, (Chelayito), Blas Rodríguez Ibarra, Víctor Barocio and Jesús Cueto Nicanor, carried out various excursions to different places in La Laguna where they achieved some important anthropological findings, such as those found in the Cave of "La Candelaria" , where they collected fossils, chuzos, as well as various mineral samples with which they constituted a small museum within the PVC itself.
