1. Tests should be Numeric/Manual (not number)
2. Section description doesn't keep line breaks. we should format 'n' as "</br>".
3. All tests are followed by type ("number"), should be removed.
4. reduce the number of buttons as discussed, it is very confusing. it should be a single edit for all fields, and a single 'show'.
5. All tests in same section have the same unit. this means that on the UI we can allow only the first row to be editable, and have it affect all other tests. units should still be saved on the tests.
6. ATR has serial_number
7. Manager is not restricted, and can see all, including other managers. can also add users. we can remove the 'admin' role.
8. ATPs should be renamed to Procedures, and ATRs to Reports in the menu over to the left.
