1. His biggest concern, showing in the paragraph, is that they don't fully know if they could change time and if it would change the world forever, for the good and the bad. He states that "we're being damned careful," showing that they have a strong fear of what may happen if they do something wrong. They would rather be safe than sorry because they don't know how big of an impact they could have on time. He seems to stress this a lot throughout the paragraph and they show their level of concern and importance of not doing anything they aren't supposed to.

2. The author's implied message concerning the scientific process, as I previously mentioned, is that we don't know what would happen if we were able to go back in time. Scientists have tried to find ways to safely time travel for decades, but if we were ever to figure out how, we would have a new set of problems. As the author states in the text, "We don't know. We’re guessing," referring to the fact that we really don't know how much of an impact we can make on time. We could make a big impact and change the course of history forever, or, everything would always find a way of happening, no matter how much we try to stop it. Which, it might take even longer to figure out an answer to that, but it is better to be safe than sorry.
