hello my name is eloy patricio cardenas peña and im going to talk about agenda 21, Agenda 21 pursues the transition towards local sustainability. It is formed as a process that is based on the principles of sustainable development, seeking the integration of social justice, a sustainable economy, an urban environment and a lasting natural capital to achieve a balance that translates into an improvement in the quality of life .

The origin of Local Agenda 21 is found in the United Nations Conference on the Environment and Sustainable Development, also known as the "Earth Summit", held in Rio de Janeiro in 1992.The concept of sustainable development was pioneered in the Brundtland Report in 1987, as "the development model that offers basic environmental, social and economic services to all members of a community without jeopardizing the viability of natural systems, constructed and social on which the supply of these services depends Consequently, this model of unlimited development and growth meets with a limited capacity of our planet to adapt and assimilate to the changes and impacts that human activities produce. Thus, in recent years the existence of dysfunctions that have a global manifestation has become evident Faced with this situation, sustainable development fosters the efficient use of resources, environmental harmony and a just and equitable social order. This approach is based on two basic principles: the assumption of a lasting and long-term vision, and a comprehensive vision that encompasses the social, economic and environmental spheres.

Sustainability implies, therefore, a transformation of current consumption patterns, lifestyles, and awareness, sensitivity, responsibility and changes in attitudes at all levels - technical, political, social and personal.In the preparation of this Plan, a diagnosis of the environmental situation of the municipality will be elaborated as well as an evaluation of the municipal policies developed in the last period whose objective will be to value the actions developed to demonstrate the effort and environmental improvement of the city council as well as to lay the foundations for the organization of the new Plan.

The new Plan will be based both on a technical study of the impacts on sustainability and on a process of public participation that includes a social diagnosis of the elements that our citizens identify as relevant for the development and use of improvement opportunities for the city. that provides us with this transversal vision The full implementation of Agenda 21, the Programme for Further Implementation of Agenda 21 and the Commitments to the Rio principles, were strongly reaffirmed at the World Summit on Sustainable Development (WSSD) held in Johannesburg, South Africa from 26 August to 4 September 2002.
