I would vote for State Modelling. It allows stakeholders to visualize how the changes happens by stages. State Modelling is a very good technique and it can also be used to define future state. For example, it can be presented in a Diagram. Diagram is an easy and useful tool to describe the changes from stages (i.e. initial stage) to stages (i.e. final stage), also by have the diagram, information could be effectively documented. However, it is very time-consuming to prepare the diagram. Also, if the context is too complicated or too detailed, users may not be able to understand, eventually miscommunication may occur.

In my previous company, I tried to use State Modelling to present the change to get stakeholders’ buy-in. It was an exercise that insourcing the process from vender to intra-company. The change will be implemented by phases. I use the diagram to draw the directional flow how the information exist, then how it will be in next stage during transitional period. After that, it will develop new steps and finally the insourcing will gradually go to final stage. As it is clearly pictured the entire change, stakeholders well aware what will be happened, information are well documented. Of course, together with proper approval from authority, the insourcing was success at last.
