This is because every player is legally required to fold regardless of their position at the table. In the "Texas Hold 'em" version when one player announces that he's unable to draw any cards, then the other players have to start paying towards his "rain" or "flop", regardless of whether they are in the same position on the table or not. The winner is the player who pays the lowest total. This could lead to very interesting games.
