--------------If the comment violates the policy which falls on comment ban, count the numbers of comment ban violation and accumulate the strikes number based on the policy
---------------------If the combination number of Like strikes+Comment strikes is equal to or more than 3, choose permanent ban action + ERT and continue to Step 5
---------------------If the combination of Like strikes+Comment strikes is less than 3, choose the corresponding comment ban actions and continue to Step 5
