constructionists (mostly political scientists): no refugee other than victim of political violence, dictator, --> degrade the status of refugees, less resources, labeling/defining so many people as refugees It would be hard to begin, try to have narrow view that refugees are created by political situation beyond their control
refugees is a big umbrella term, it could be people who lack the capacity to grow food, people who seek for help, displaced in their home by some set of events (could be political chicanery)...why shouldn't they receive the same aid and labeled as refugees

refugee term is broad with its definition, but political scientists wants to shorten it down so that other countries in the world won't feel ngai/hesitant for resources, situation is hopeless
kept short --> deal with political refugees, whole aspect of refugees as lots of people as a whole --> hesitant, won't do any good, unwilling...

could environmental refugees fit under the Geneva convention,
difficult to deal with people who have experienced the effects of environmental change, hard when it has happened already
numbers are going to grow,
