Suspicious automobile observed in the Charlesbrooke neighborhood (21212) this morning (2014-10-23) between 6:32am and about 6:50am.

While leaving the neighborhood for work this morning, I noticed an old, dark Crown Victoria idling with its lights off in front of a house on Charlesbrooke Road just East of Bargate Court.

As I approached, the car backed up down the street and backed into Bargate Court, stopping in front of the first house. Headlights still off.

I didn't recognize the vehicle, and it seemed out of place, so after driving past Bargate Court, I stopped and watched the vehicle through my mirrors. I was expecting to see some normal behavior like a newspaper delivery or picking up a person from the house. Instead, the car left Bargate Court, headed East and turned left (North) into Walnutwood Circle (my street).

This seemed odd enough that once the car left my sight, i turned around and drove East past the entrance to Walnutwood Circle. I saw the same car, idling in front of the parking spots by my house, facing North.

Again, I don't recognize the car as belonging to any of my immediate neighbors, so I continued East to the other entrance to Walnutwood Circle and looped around in front of the vehicle. The car was still there and I attempted to photograph the license plate and simply let it be known that I had observed the vehicle.

The car had one occupant. A young man in a red hooded sweatshirt roughly late teens to late 20's. I did not get a good enough look at him to identify him or even his race reliably, but he appeared to have a moderately dark complexion. The lighting was poor. I don't believe the car or the occupant is a resident of the neighborhood and I don't recall seeing the car before.

The car pulled away after a few minutes of me watching him. I turned my car around and headed in the direction the car had gone. I next found him idling on the East side of Walnutwood Circle (near Bellona). I pulled up behind him and attempted to take pictures of his license plate again.

I eventually drove past the car, but didn't get a very good look at the driver. I decided to do another loop around Walnutwood Circle to see if he was still there or had left once I had left. Keep in mind, I still haven't seen any normal behavior. He seems to want to stay in the neighborhood, but doesn't seem to have any business at any particular house.

When I came around again, the car had left. On my way out of the neighborhood I drove through Weymouth Rd and Weymouth Court to see if he had moved into there, and did a visual check from Charlesbrooke Road of the area in front of my home on Walnutwood Circle as well as Bargate Court, Stevensgate Court, and Kengate Court, but I did not see him again. I did not check Brook Court. By this time it was about 6:50am and I left the neighborhood to drive to work.

The pictures I took are very dark and blurry, but I have most of the license plate number:

Let me know if you'd like to see the original photo. The "2AT0" and the "3" are clearest in the picture, the "5" could be something else and the "6" or "8" at the end is very blurry and could possibly be another number.
